CHARTER of the ORGANIZATION

 

Art. 1 Purpose

The primary purpose of the Environmental Energy Alliance of New York (EEANY) is to support and enhance the efforts of its members, electric generating companies, electric and gas transmission/distribution companies and/or energy services companies, in understanding New York State environmental regulatory initiatives, in order to permit them to more effectively (1) formulate and achieve their business goals and (2) proactively advocate cost-effective environmental regulations and policies. The EEANY does not participate in legislative lobbying activities.

Art. 2 Membership

Companies eligible for membership in the EEANY will be companies that (1) supply electric generation in the State of New York, (2) operate as an electric and/or gas transmission and/or distribution company in the State of New York and (3) provide a related energy service in the State of New York (e.g. ESCOs).

Art. 3 Structure

The organization of the EEANY shall consist of an Administrative Committee and two technical committees - a Generation-related technical committee and a T&D-related technical committee. A Chairperson and Vice-Chairperson shall be elected for the Administrative Committee and each of the two technical committees by the membership, in accordance with the By-laws. Subcommittees, reporting to the technical committees, may be established to address specific environmental issues or topics.

Art. 4 Scope of Activities

The EEANY will undertake the following activities:

  • Information Service -"Real-time" advisories and periodic analytical summary reports that explain and evaluate various environmental regulatory initiatives and policy development undertaken in New York State or affecting New York State that are of interest to the members.
  • Environmental R&D Services - Manage and/or track, as appropriate, environmental research projects, studies, investigations, etc. that support the development of the EEANY's position and advocacy effort on environmental regulatory initiatives/policy development in New York State.
  • Technical Analysis Assistance - "On-call" consultation for members, focused on more detailed understanding of a specific development and on the implications for their situation.
  • Forum for Strategic Discussions - Opportunities for members to discuss the implications for members of ongoing and emerging issues; meetings could include key regulators or policy-members.
  • Coordination of Strategic Action - Coordination and facilitation of efforts to formulate and implement strategic advocacy efforts (e.g. preparation of comments on proposed environmental regulations, meetings with regulatory agencies, legal actions, etc.).

Dues - Annual dues will be collected from each member of the EEANY in accordance with the procedures set forth in the By-laws.
